PROBLEM TO BE SOLVED: To provide an economical design by assuring a sufficient improvement effect. SOLUTION: In a ground improvement method, when a low strength developing layer 18 is present in an improved district, a soil improvement material 22 containing at least one or more of sand, mortar slug, crushed stone, cement, and lime, which become a strength developing core substances, is charged in a low strength developing layer 18 before an improved body 20 is created by a deep layer mixing and treating method. When the soil improvement material 22 is charged, a drilled hole 26 is formed by drilling in a ground 10. When the drilled hole 26 is formed down to a viscous soil layer 16, the soil improvement material 22 is charged in the drilled hole 26. The soil improvement material 22 is charged only to a depth of the drilled hole where a Kanto loam layer 14 and viscous soil layer 16 are present. When a specified amount of soil improvement material 22 is charged into a specified position of the drilled hole 26, a deep layer mixing and treating method is performed.
