PROBLEM TO BE SOLVED: To provide a remoistening adhesive paper having a surface heat-sealing property which is suitably used as a base sheet for preparing a sheet which contains ferrous sulfate granules for modifying the surface of concrete structures such as tetrapods, etc., to allow easy rooting of seaweeds. SOLUTION: Thermoplastic resin coating layers are formed on both sides of paper, cationic compound-coated layers are formed on these thermoplastic resin coating layers formed on both sides of the paper, and a remoistening adhesive resin layer is formed on the cationic compound-coated layer formed on the rear side of the paper. On the surface of the paper having a heat sealing property, granules are aligned, which are subsequently covered by a water-soluble film which is then heat-sealed. The paper is used by attaching the remoistening adhesive resin layer on the rear side of the paper to the inner surface of a concrete form for forming a concrete structure. The paper having a heat-sealing property on the surface and a remoistening adhesion property on the rear side is also used as a base paper for wall papers, Fusuma papers, posters, etc.
