PROBLEM TO BE SOLVED: To certainly prevent disconnection by controlling impression and release of a brake according to rotation speed of a fed core wire, in a device where impressing the brake to a flyer prevents kink when the core wire wound about a fixed drum is fed via the flyer. SOLUTION: A bobbin 1 about which a core wire 4 is wound is supported by a support shaft 7 on a truck 8, and a flyer 2 controlled in rotation by an operation of a flyer brake 3 is installed at the tip of this support shaft 7. The core wire 4 fed from the bobbin 1 is sent outside through a hood 5 with a conic tip, and a proximity switch 9 is installed in this conic part. During a feeding work of the core wire 4, turning speed of the core wire 4 is detected by the proximity switch 9, the flyer brake 3 is operated to apply a braking force to the flyer 2 when the turning speed is lower than a prescribed speed such as 45 rpm, and the brake is released at the turning speed higher than the prescribed speed.
