PROBLEM TO BE SOLVED: To obtain a first agent for permanent wave capable of suppressing the damage to hair at the time of perming treatment, enhancing the waving power of the hair after the treatment, imparting gloss and moistness to the hair and finishing the hair in a pliant touch. SOLUTION: This first agent is composed by including an oxidized partial hydrolyzate of keratin or its salt represented by the general formula [R denotes an amino acid side chain of a peptide derived from the keratin; m is 2-20; n is 20-200; M is hydrogen atom, an alkali metal, an alkaline earth metal, ammonia, a lower alkanolamine or a lower alkylamine, (with the proviso that m and n denote each only the number of amino acids without denoting the order of amino acid sequence)] in the first agent for permanent wave comprising a reducing agent as a principal ingredient.
