PROBLEM TO BE SOLVED: To reduce the size of a scroll member, downsize a device, and lighting a weight by setting an inner position of a spiral groove of a turning scroll higher than an outside of the spiral groove so as to arrange a stair groove, and journaling a turning shaft part of a shaft through a turning bearing to a hole formed on a bottom surface of the stair groove. SOLUTION: In a turning scroll 3, a stair groove 3c having a groove step difference wall surface 3e heightened a bottom surface of a spiral groove disposed on a portion formed on an inner side than a position where a turning lap winding final inner side is a final end toward a center, is formed. A plane shape of the groove step difference wall surface for connecting between the turning lap side walls is formed in a half-conical shape as a protrusion toward a center decided from a turning radius and a turning lap tooth thickness, or an assembling shape of an circular arc and a straight line. A hole opened to a back surface side of an end plate surface is disposed in the bottom surface of the stair groove 3c, and a turning bearing 3f is disposed therein, and a turning shaft part of a shaft is journalled. Accordingly, the diameter of the scroll member is made small, and stability of an operation is improved.
