PROBLEM TO BE SOLVED: To highly concentrate CITY water sludge for a short time. SOLUTION: The moisture of CITY water sludge is sucked through a flat membrane module 3. The turbid component of CITY water sludge is adhered to the outside of the flat membrane module 3 to form a sludge cake layer C. Air is supplied into the flat membrane module 3 to peel the sludge cake layer C and the peeled, sedimented and deposited conc. sludge is discharged by a screw conveyor 13. By this constitution, CITY water sludge can be conc. to high concn. for a short time. Therefore, the equipment cost or labor of a dehydration process being a next process can be reduced or omitted.
