PROBLEM TO BE SOLVED: To provide a stretchable adhesive tape or sheet used in medical- sanitary areas, sports areas, cosmetic areas, etc., which sufficiently follows the movement of the skin surface and provides little irritation to the skin. SOLUTION: An adhesive tape or sheet is prepared by forming an adhesive layer on one or both sides of a stretchable nonwoven fabric substrate wherein a stretch yarn is combined with a nonwoven fabric having a basis weight of 30 to 250 g/m2. Here, the stretchable nonwoven fabric substrate has a tensile strength at 40%-stretching of 0.5 kgf/10 mm or smaller and a tensile strength at break of 1.5 kgf/10 mm or larger. Preferably, the stretch yarn is intertwined with the nonwoven fabric, and the change of the elongation percentage when the tensile pull is changed to 0.5 to 1.5 kgf/10 mm, is 15% or larger.
