PROBLEM TO BE SOLVED: To obtain a polyurethane elastomer with high adhesion inherent in polyurethane materials despite being substantially transparent. SOLUTION: This substantially transparent polyurethane elastomer is obtained by reaction between a polyol component comprising (A) a hydroxyl-terminated triol 3,000-6,000 in molecular weight subjected to chain extension by propylene oxide and ethylene oxide with glycerol as starting material and (B) a polyethylene glycol 200-600 in molecular weight and an isocyanate component comprising a polyisocyanate having at least two isocyanate groups in the molecule so as to be 0.95-1.20 in the NCO index shown by the molar ratio NCO/OH.
