PROBLEM TO BE SOLVED: To obtain a halogen-free flame retardant nonwoven fabric not advansely affecting the environment, not easily causing melt flow when contacted with a flame and useful e.g. for a filtering material by subjecting a specific fiber web to binding treatment with a flame retardant comprising a phosphorus-containing compound or the like and a nonhalogen-based binder. SOLUTION: This nonwoven fabric is formed by subjecting a halogen-free fiber web (preferably having a basis weight of 25-50 g/m2) to binding treatment with a flame retardant comprising at least one kind selected from the group consisting of phosphorus-containing compounds and phosphorus-containing nitrogen-based compounds and, optionally sulfur-containing nitrogen-based compounds and a nonhalogen-based thermoplastic resin binder. The halogen-free fiber web is made of (A) >=5 wt.% (preferably >=10 wt.%) cellulose-based fiber such as viscose rayon, (B) >=5 wt.% (preferably >=10 wt.%) polyvinyl alcohol- based fiber such as vinylon and (C) >=10 wt.% (preferably >=20 wt.%) thermoplastic synthetic fiber comprising a heat meltable thermoplastic fiber such as polyethylene terephthalate fiber and a total content of the fibers A and B is 30-80 wt.% (preferably 40-70 wt.%).
