<p>PROBLEM TO BE SOLVED: To realize fail safe when a mechanical locking mechanism is broken, while eliminating malfunction of a hydraulic locking mechanism, which is incapability of perfect stoppage of rotation of shaft. SOLUTION: A mechanical locking mechanism 10 for preventing rotation of a shaft caused by external force by utilizing mechanical engagement and a hydraulic locking mechanism 11 for stopping the rotation of the shaft by utilizing pumping function generated when the shaft is rotated by external force are arranged. The hydraulic locking mechanism 11 serves as a fail safe mechanism when breakage or failure occurs at the mechanical locking mechanism 10 so as to eliminate the defect of the hydraulic locking mechanism 11, which is incapability of perfect stoppage of the rotation of the shaft, by the mechanical locking mechanism 10.</p> |
