PROBLEM TO BE SOLVED: To obtain the subject suppressing material capable of screening sunlight and effectively suppressing the emergence of weeds in a paddy field, weeds, etc., in an upland field by composing the suppressing material of a black mixture comprising a natural organic substance powder, a black carbonaceous powder and a water-soluble or a water-dispersible organic binder. SOLUTION: This suppressing material is obtained by composing the suppressing material of a black mixture comprising (A) 100 pts.wt. of a natural organic substance powder, (B) 0.1-50 pts.wt. of a black carbonaceous powder and (C) 0.1-30 pts.wt. of a water-soluble or a water-dispersible organic binder. A biomass, etc., (e.g. chaff) of a powdery agricultural and forestry-based waste having 100-5,000μm average particle diameter is preferably used as ingredient A. A powdery active carbon having preferably <=20μm, more preferably <=10μm, far more preferably <=5μm average particle diameter is preferred as the ingredient B. An organic binder having the biodegradability is preferably used as the ingredient C.
