PROBLEM TO BE SOLVED: To provide a locking device and a locking system permitting remote operation and having high security. SOLUTION: These locking device and locking system comprise a remote controlling lock portion 20 driven by a lock drive portion 26, a communication control portion 32 receiving indication information for driving the remote controlling lock portion 20 from external telephone set 18, a signal processing portion 36 outputting a drive signal of lock drive portion 26 when receiving indication information, and a drive mechanism portion 24 locking or unlocking at hand the remote controlling lock portion 20. The signal processing portion 36 outputs only the drive signal for locking the remote controlling lock portion 20 when the indication information is received from the external telephone set 18. The drive mechanism portion 24 drives the remote controlling lock portion 20 by the rotating operation of a key attached to a key setting portion 241.
