PROBLEM TO BE SOLVED: To obtain a substrate for a decorative laminated sheet with a plurality of surface protrusions and recesses causing no untransfer even when a pattern layer is disposed by screen printing and capable of imparting superior designability and to efficiently produce a decorative laminated sheet using the substrate. SOLUTION: The substrate 10 has a plurality of surface protrusions 11 and recesses 12, the pitch between the adjacent protrusions is >=1 mm, the top-to- valley height is 40-100μm and the maximum tilt angle of slopes is 1-30 deg.. A base coat layer 21 is formed on the top of the substrate 10 by applying and hardening a resin coating, a pattern layer is formed on the base coat layer 21 by applying and hardening a resin coating by screen printing and a top clear layer 23 is formed on the pattern layer 22 by applying and hardening a resin coating to obtain the objective decorative laminated sheet 20.
