PROBLEM TO BE SOLVED: To reduce generation of wrinkles and generation of looseness due to a difference of a coefficient of contraction of a coating surface and an uncoated surface by applying rubber coating agent to a remaining one-side surface of dried foundation cloth and subsequently vulcanizing rubber coating agent applied to both surfaces. SOLUTION: Applied foundation cloth 12 is immediately passed through a drying machine 36 and solvent is evaporated without vulcanizing rubber of applied coating agent 34 in the drying machine 36. The dried foundation cloth 12 is wound by a winding part 38. The dried foundation cloth 12 is fed so that the remaining one-side surface may be faced up from a feeding part 40 and coating agent 44 of silicone rubber of the same composition is applied by a knife coater 42. The applied foundation cloth 12 is immediately passed through a drying machine 46. In the drying machine 46, solvent of coating agent 44 on a rear surface is evaporated and coating agents 34, 44 of both surfaces are vulcanized. The vulcanized foundation cloth 12 is wound by a winding part 48.
