PROBLEM TO BE SOLVED: To provide a dry surface treating method for a metal member, which is able to easily treat a material to be surface treated with a high yield and in a short time and which can be incorporated to a production line. SOLUTION: A metallurgical bonding layer 53 is formed between a metal base material 41 and a film 42 of a functional material 46 by arranging the functional material 46 being a target, a metal member 41 to be treated and an electrode 58 being connected to the anode side 57 of an electric source 50, in a vacuum chamber 43, then connecting the functional material 46 to the cathode side 51, discharging vacuum arc 4 toward the functional material 46 from the electrode 58 to generate metal particles 47 from the functional material 46 and to fix the metal particles 47 onto the metal member 41, thereby fixing the film 42 of the functional material 46 to the metal member 41, thereafter, connecting the metal member 41 to the cathode side 51 and discharging vacuum arc 4 toward the metal member 41.
