PROBLEM TO BE SOLVED: To easily insert an empty bag between bag holding devices and to certainly insert the lower end of a tea leaf supply port into the empty bag by a method wherein side plates closable on a rotative shaft are provided at side walls of the tea leaf supply port which are in the right-angled direction to the bag holding devices provided on the right and left of the lower end of the cylindrical tea leaf supply port. SOLUTION: A flexible sheet 25 is wound round the inside of a tea leaf supply port 18 and as side plates 23 are closed, the sheet 25 is brought close to the center of the tea leaf supply port 18. Bag holding devices 19 are opened under such a condition, and the tea leaf supply port 18 is lowered to a position where the brim of an empty bag 13 comes between clips of the bag holding devices 19, and the side plates 23 are put into the inside of the empty bag 13. Then, while the empty bag 13 is held with the clips closed, the side plates 23 are opened and the brim of the empty bag 13 being tucked in the inside of the side plates is expanded and an opening is opened for the empty bag 13. As the empty bag 13 is held with the bag holding devices 19, a sucker 9 and an auxiliary sucker 16 are removed from the empty bag 13. Thereby, supply of tea leaves can be made easy while scattering of tea leaf powder is prevented.
