PROBLEM TO BE SOLVED: To obtain a surface-paving material for a promenade, etc., by using a cellulosic aggregate, a polyisocyanate, a polyol-modified isocyanate-terminated urethane prepolymer having a specific number-average molecular weight, an active hydrogen compound and a diluent as main raw materials. SOLUTION: The polyisocyanate component of the objective paving material is composed of (a) a polyisocyanate composition composed of 20-100 wt.% diphenylmethane diisocyanate and 80-0 wt.% diphenylmethane diisocyanate-based polynuclear condensation product containing >=3 benzene rings wherein the sum of 2,2'-diphenylmethane diisocyanate and 2,4'-diphenylmethane diisocyanate is 5-60 wt.% and the amount of 4,4'-diphenylmethane diisocyanate is 95-40 wt.% or composed of an isocyanate-terminated prepolymer produced by reacting the component (a) with (b) a polyol having a number-average molecular weight of 40-10,000.
