PROBLEM TO BE SOLVED: To simultaneously construct an outer tank and an inner tank, and to reduce operation at a high place. SOLUTION: A side plate member 1a is carried in to the upper section of an outer-tank bottom plate 1B and the uppermost stage section of an outer-tank side plate 1A is assembled, and a roof 1C is installed at the top section of the uppermost stage section and unified. The uppermost stage section of the outer-tank side plate 1A is jacked up and held, and the next stage section of the outer-tank side plate 1A is assembled during that time. A side plate member 2a is carried in simultaneously to the upper section of the inner-tank bottom plate 2B and the uppermost stage section of an inner-tank side plate 2A is assembled. The next stage section of the outer-tank side plate 1A and the uppermost stage section of the inner-tank side plate 2A are jacked up. Subsequently, the same working process is repeated, and an outer tank and an inner tank are completed.
