PROBLEM TO BE SOLVED: To improve a metering accuracy attained by a metering cup in an apparatus for charging powder and granules where the metering cup is arranged at a lower part of a nozzle. SOLUTION: There are provided a nozzle 3 arranged at the lower part of a hopper, and a metering cup 5 moved together with a base plate 4 in a horizontal direction between a metering position and a feeding position at the lower part of the nozzle. Powder and granules are dropped from the nozzle 2 at the metering position, filled in the metering cup 5, its volume is metered and the powder and granules within the metering cup 5 are fed into a container at the feeding position. A deacration pipe 11 passing in the nozzle 2 is mounted and a deacration hole 11a is opened near an outlet of the nozzle 2. When the powder and granules are dropped into the metering cup 5, air in the metering cup 5 is removed from the air deacration hole 11a, air, and the powder and granules are rapidly replaced to each other within the metering cup 5, a density of the powder and granules within the metering cup 5 is increased and a metering accuracy is improved.
