PURPOSE: A method is provided to achieve a prompt system response to a user request and shorten time for reaching a target operating frequency. CONSTITUTION: A method comprises a first step(S40) of calculating a first increased frequency and converting the current frequency into a first converted frequency by increasing the current frequency by the amount of first increase frequency; a second step(S50) of having a frequency stabilization time period required for a system stabilization at the first converted frequency; a third step(S60) of calculating a second increased frequency from the first converted frequency and judging whether the second increased frequency is lower than the minimum frequency set in the system; and a fourth step(S70) of driving the system in accordance with the target frequency when reached the target frequency.
