PROBLEM TO BE SOLVED: To prevent a running block and a transmission cable from being soiled with dust, etc., and being damaged, when carrying an actuator and in a case like that. SOLUTION: At least two rods that are a first rod 1 and a second rod 2 are telescopically fitted into an outer cylinder A for freely telescopic motion. A first running block 21 is rotatably supported at the basal end side part of the first rod 1 in the outer cylinder A. A first transmission cable 31 is wound into a U-shape around the first running block 21 and connected to a tip in the outer cylinder A at one end 31a, while being connected to a hoist means at the other end 31a so as to be wound. A second running block 22 is rotatably supported at a tip side part in the first rod 1. A second transmission cable 32 is wound into a inverted U-shape around the second running block 22 and connected to the basal end in the outer cylinder A at one end 32a, while being connected to a basal end side part of the second rod 2 at the other end 32b.
