A dispenser made up of a support, a container carried by the support, and a dispensing handle. The container has a bottom that inclines toward one side and an opening formed in the bottom. The opening is aligned with an opening in the top and a rod extends through the top opening and through the bottom opening. A lever is fulcrumed to the filler top at the intermediate part of the lever and the lever is attached to the rod at the front part of the lever by means of a living hinge. The rod has a seal in a peripheral groove in its lower end.
