PROBLEM TO BE SOLVED: To improve reliability of a switch operation without reducing processing capability of a switch control device, by performing comparison with control information of an upper device and determination by the upper device, and modifying wrong information, when control information stored in a second storing means is compared with control information stored in a first storing means, and they do not match to each other. SOLUTION: Control information of a switching operation outputted from a switch control device 10 is stored in a switching information memory (first storing means) 21 in a switch body 20 and a master memory (second storing means) 32 in a monitoring device 30, and respective informations are outputted to a reference block (reference means) 31 in the monitoring device 30 for reference. When they do not match to each other, these control informations are outputted to the switch control device 10. The switch control device 10 compares these control informations with previously outputted control information for determination. The switch control device 10 or the reference block (reference means) 31 modifies wrong stored information.
