PROBLEM TO BE SOLVED: To quickly converge a reference value to an optimum value without extremely deteriorating communication quality. SOLUTION: A receiver discriminates presence of a frame error of a signal received from a transmitter by using a CRC code (step S12). If no frame error is caused, an update amount dEid (downward update amount) to decrease a reference value is decided in response to a magnitude of a reference Eb/I0 value (Ei) to decrease the reference Eb/I0 value by the update amount dEid so as to clear an error occurrence flag (steps S13 to S15). If the frame error is detected, an update amount dEiu (upward update amount) to increase the reference value is determined depending on the logic state of the error occurrence flag, the reference Eb/I0 value is increased by the update amount dEiu so as to set the error occurrence flag (steps S16-S18).
