PROBLEM TO BE SOLVED: To allow the use mobile communication terminal without restriction for the communication not causing troubles to others, by allowing specified mobile terminal to communicate when a call is not intended to speak. SOLUTION: A restricting mobile radio base station 400 constitutes a restricting radio zone 300 to be superimposed on a part of a radio zone 700 constituted by a radio base station. Therefore, only a part of the radio zone 700 is made to be the restriction zone. Position is registered in the base station 400, an incoming call exists in a mobile incoming call terminal 100 and the incoming call does not aim for the call. In this case, communication is executed with a radio transmission line. When the incoming call aims for the call, the call is restricted and information is distributed. Thus, information is not distributed unless the user of the mobile communication terminal wants the call.
