PROBLEM TO BE SOLVED: To enable charge neutralization without using an extremely thin discharge electrode of a self-discharging type charge neutralizing device by installing an intermediate part of a high tension wire from a high tension power supply of a high tension application charge neutralizing device and a discharge electrode provided in its top, or a high tension application charge neutralization device body and a discharge electrode in a vacuum layer. SOLUTION: Positive and negative DC currents generated independently by stepping-up of a piezoelectric transformer of a high tension power supply 1 are made to flow to a high tension wire 3 via a high resistance resistor 2 as necessary. A positive electrode discharge electrode 4, which is provided at the tip of the wire 3 and has a linear needle tip prevented from being bent by impact, and the intermediate part of the high tension wire 3 are installed in a vacuum layer 6. Electrons generated thereby move to the positive electrode discharge electrode 4 to lower the voltage of negative electrification on a film 7 in the vacuum layer 6 and the voltage is made zero eventually. The negative electrode discharge electrode may be installed in the vacuum layer 6 at a prescribed distance apart from the positive electrode discharge electrode 4. The electrification on the film 7 or the like is eliminated by being involved in the movement of the electrons toward the positive electrode discharge electrode 4.
