PROBLEM TO BE SOLVED: To keep a constant data transmission delay by permitting transmission to only one of plural ports in turn and in a prescribed cycle. SOLUTION: An arbiter 34 outputs control signals to all ports to which no permission of transmission are given among the ports P1-P4 to validate a collision signal generation circuit. If the permission of transmission is not given to a port P3, for example, the collision signal generation circuit that is validated by the arbiter 34 transmits a collision signal to the port 3 via a switch. The collision signal is transmitted to a terminal device which is connected to the port P3 and this terminal device cannot transmit the data due to a collision detecting function based on IEEE802.3. Meanwhile, all terminal devices connected to the ports to which no permission of transmission are given by the arbiter 34 are kept in signal waiting state and only the terminal devices to which the permission of transmission is given can perform transmission.
