PROBLEM TO BE SOLVED: To prevent a wiring board or a circuit component from smoking and firing and a switching means from entering a short-circuit mode to break by comparing outputs differentially, and controlling a drive signal generating means for protection when there is a differential output so that no overcurrent flows to a switching means. SOLUTION: When 1st and 2nd switching means Q1 and Q2 are ON, electric power is sent out to the secondary winding ws3 of an insulation type transformer T3. Then when the switching means Q1 and Q2 are on, a load current and a current based upon the self-inductance of an inductor L flow at the same time. A diode D2 operates so that when the switching means Q1 and Q2 are off, fly-back energy accumulated in the inductor L is not discharged from the secondary winding ws3 of the insulation type transformer T3, but sent out to an electric load side through the diode D2. The output voltage obtained between output terminals t1 and t2 depends upon the on duty of the switching means Q1 and Q2.
