PROBLEM TO BE SOLVED: To surely paste a noncontact data carrier label with no mistake by confirming easily the information stored in the carrier label. SOLUTION: This issuing device peels off a noncontact data carrier label 20 which is tentatively attached on a release paper 29 and can supply the label 20. A transmitting and receiving antenna 41 is added to the issuing device to attain the communication with the label 20 together with a reading part which can read the information stored in the label 20 and a printing part 4 consisting of a print mechanism 43 of an ink jet system, etc., is provided. The part 4 extracts the information that is selected out of those stored in the read label 20 and prints this information on the surface of the label 20. Then the issuing device supplies the label 20 to the outside.
