PROBLEM TO BE SOLVED: To prevent the generation of a blooming phenomenon. SOLUTION: This device has an image pickup element 2 corresponding to both of first reading system for adding plural pixels together to read and a second reading system which does not add the plural pixels, and a means 6 for applying a prescribed substrate voltage to the element 2 in common to the first and second reading systems in the exposing period of the element 2 and applying the prescribed substrate voltage to the element 2 corresponding to the reading system of the element 2 in a period from the finish of the exposure of the element 2 to the start of transfer to a signal transferring path.
