PROBLEM TO BE SOLVED: To effectively prevent the occurrence of defective connection between a power source wire and a wire heater occasioned by lead-out of a connector effected during laying of panels. SOLUTION: This floor heating panel comprises a panel body formed of a panel base material 13 on which a surface decoration material is mounted, and a buffering material having excellent cushion ability; a wire heater 15 incorporated in the panel body; and a power source wire 16 to which the wire heater 15 is connected. A connector 17 on the fixed side fixed at the panel base material 13 and a moving connector 18 formed at the panel base material 13 in a manner to be lead out from the panel body and contained in a containing recessed part 13c are connected to the power source wire 16. A stopper member 20 to hold the power source wire 16 at the panel base material 13 is fixed in a position closer to the connector 18 side on the moving side than a connection part A of the wire heater 15 between the connection part A of the wire heater 15 and the connector 18 on the moving side by fitting it in an engaging recessed part 13d formed in the panel base material 13.
