PROBLEM TO BE SOLVED: To provide a low speed rotational device which is smoothly engaged with a rotational power generator, surely transmits starting torque, is smoothly disengaged with the rotational power generation device after starting. SOLUTION: Inching operation is repeated, that is, a turning motor 15 is automatically rotated with a low speed within a fixed rotational angle in normal and reverse directions. The inching operation of the motor is transmitted to a fitting gear 8 for teeth through bevel gears 14, 11 and transmitting spur gears 10, 7. At this time, a fitting piston 9 is interlockingly extended and driven. The fitting gear has inclined teeth each having tip abutted between tips of inclined teeth of a wheel gear 1 in normal and reverse directions, and shifted into grooves between teeth. The fitting gear is smoothly shifted to a meshing fitting position. After fitting, the turning motor 15 rotationally drives the wheel gear 1 for rotating a turbine with a low speed. When rotational speed of the turbine exceeds the rotational speed of the turbine after starting, the fitting gear 8 is automatically released from the wheel gear 1.
