PROBLEM TO BE SOLVED: To reduce belt wastes by securing a reuse technique with which quality similar to the case of using new material is obtained even when reused material of the waste of a transmitting belt is adopted. SOLUTION: Cut chips of a transmitting belt or a used belt are cut into a specified measure or less, and crushed by means of a three-force shearing crusher with three steps of process. The fiber components are separated and recovered by means of needle cloth drum separating machine. Recovered short fibers 10 are kneaded in the state of new rubber before vulcanization in a belt manufacturing step, and kneaded into a bottom rubber layer 5 of a V belt RE. The short fibers 10 are oriented in substantially a widthwise direction of the belt.
