PROBLEM TO BE SOLVED: To estimate a cause when there is no routine report from an emergency reporting device. SOLUTION: When the absence of the routine report is detected from an emergency reporting device 1 even after the lapse of the extension of time from time to perform the routine report, a CPU 12 fetches the telephone number of the emergency reporting device 1 from a telephone number file 15 and calls the relevant telephone number to a line control part 11. When a busy signal is returned, the CPU 12 displays a message showing the absence of the routine report caused by the occupation of telephony equipment 4 on a monitor 14. When a ringer signal is returned, the CPU 12 displays a message that means the need of check despite of normality of the emergency reporting device 1 on the monitor 14. Further, when no signal is returned for prescribed time, the CPU 12 displays a message showing the occurrence of abnormality on the monitor 14.
