PROBLEM TO BE SOLVED: To eliminate the shortage of light quantity at the time of observing defective pictures and to enhance the resolution in the running direction of pictures by obtaining surface pictures of a band-shaped running body from a picture signal which is obtained by photographing images on the surface of the running body which are converted while using a relative speed reducing means with a picture phographing part. SOLUTION: A rotary driving part 20 is mechanically connected to one end of a rotary shaft 14a of a rotary cylindrical body 14 so as to rotate the body 14 at a prescribed revolving speed and is electrically connected to a controller 16a, When a magnetic tape T is made to be runned at prescribed high speed, the controller sets the rotational speed of the body 14 in accordance with its running speed. Since a CCD camera is rotated at the rotational speed made to correspond to the running speed of the tape T, the relative speed difference of the tape T and the camera becomes small. As a result, since photographed pictures on the surface of the moving magnetic tape T becomes passing pictures whose running speed is lower than the running speed of the tape T or still pictures, photographed pictures having high resolution can be obtained.
