PROBLEM TO BE SOLVED: To suppress the steep rise of a price by reducing a production cost in a video and sound information providing device by which a video and sound signals obtained based on digital video and sound information data are provided through a channel or the like in a CATV system. SOLUTION: The device is provided with an encoder part 24 for executing a reduction converting processing to a plural kinds of video information data based on a plurality of video signals, obtaining compression composite video information data by a compression encoding processing concerning composite video information data based on plural kinds of reduced and converted video information data, obtaining compression sound information data by the compression encoding processing, concerning plural kinds of sound information data based on plural sound signals and obtaining compression video and sound information data where compression composite video information data is multiplexed with compression sound information data. The device is also provided with a server part 25 for recording compression video and sound information data in a recording medium, obtaining selected video and sound information data from composite video information data and sound information data which are obtained by a decoding processing concerning compression video and sound information data reproduced by the recording medium, converting them into the video and sound signals and providing them.
