PROBLEM TO BE SOLVED: To obtain an image processor that reduces a data quantity of multi- value image data, stores the data independently of a direction of an image output and outputs the multi-value image data as pulse-width modulation image data finally. SOLUTION: Pixel data are extracted from multi-value image data in the unit of 3×3 pixel blocks, and a block data conversion section 9 converts each of the pixel block into block data on the basis of a density and a density distribution of the extracted pixel data. A 3×3 image data block corresponding to the original 3×3 pixel block is generated on the basis of the block data and PWM data in response to the direction of rotation of the multi-value image data instructed by rotation processing information 4 are generated from the generated image data block.
