PROBLEM TO BE SOLVED: To obtain a floor heating panel being placed between joists even in an extremely cold district in which management of parts is simplified by fixing hooks having reverse L-shaped cross-section in the direction perpendicular to the longitudinal direction and legs longer than the thickness of the base body integrally to both narrow side face parts extending along the longitudinal direction of the base body. SOLUTION: Grooves 14 for heating fluid conduction tube are cut along the longitudinal direction in one surface of the base body 11 of a floor heating panel and heating fluid conduction tubes are buried in the grooves 14. Furthermore, hooks 13 are inserted into both side face parts along the longitudinal direction of the base body 11. The hook 13 has reverse L-shaped cross-section in the direction perpendicular to the longitudinal direction defined by the upper surface part and the suspending part 13b. A plurality of legs 13c are formed at a constant interval on both narrow side face parts extending along the longitudinal direction of the base body and a bend 13d is formed to exhibit Z-shaped cross-section between the legs.
