PROBLEM TO BE SOLVED: To easily transmit personal information while holding the secrecy thereof on the side of an individual, to provide effective personal information at all the time on the side of a third person or enterprise and to improve efficiency in the mutual transmission or collection of personal information. SOLUTION: When the registration of personal information is requested from a terminal 2a, a certifying means 10 of an information managing device 1 issues and sends certification information by individuals to the terminal 2a. When the acquisition of personal information is requested from terminals 2b and 2c acquiring this certification information, the sent certification information is collated and access is permitted only to a certified person. An input/update means 11 respectively store the personal information sent from the terminal 2a in a PULL box 5a and a PUSH box 5b by individuals so as to enable updating. The personal information in the PULL box 5a is for disclosing and is stored in a data box 5c corresponding to acquisition requests from the terminals 2b and 2c. The personal information in the PUSH box 5b is for non-disclosing and can be acquired only for the terminals 2b and 2c specified by the transmission request from the terminal 2a.
