For example, in the case where the brightness signal continuously shows a specified brightness value during the specified standby time, a control signal for lighting tunnel inside lighting is outputted, or a control signal for putting out light of a tunnel outside lighting is outputted. The specified brightness value is less than 100 cd/m2 and the standby time is 30-90 seconds.
