PROBLEM TO BE SOLVED: To make the pointer of a meter easily inspectable by making a change in illumination, background, etc., hardly exert a bad influence upon the inspection. SOLUTION: The main body 11 of a measuring instrument, such as the ammeter, voltmeter, etc., is mounted on an X- and Y-direction moving mechanisms so that the main body 11 may be moved in the horizontal direction X and vertical direction Y. The pointer portion and background point, such as the scale, etc., of the main body 11 are observed and photographed by means of a color video camera 12 and photographed video signals are inputted to an image processor 13. The processor 13 processes the images of the background and pointer portions from the inputted video signals. The image signals processed by means of the processor 13 are inputted to a color extracting section 14. The section 14 discriminates the pointer portion from the background portion by utilizing a color expressing method called UCS chromaticity diagram. Thereafter, a discriminating section 15 only discriminates and extracts the pointer portion.
