<p>A bracket (104) attachable to a surface while maintaining the impermeability of the surface to fluids. The apparatus includes a base (108) having a cavity or channel (124) on a bottom side (116). Holes (140) through the base for receiving fasteners intersect the cavity or channel (124). The fasteners provide a strong mechanical bond between the bracket and the surface. Prior to installation on the surface, a sealant (136) is placed in the cavity or channel (124) to seal the holes (140) in the surface that are engaged by the fasteners.
