A continuous or broken layer of coarse gravel is inserted directly or at a depth below the building foundations with pipe connections so that the layer can be filled with water. According to the procedure when a significant pressure wave is detected heralding a forthcoming shear wave then water is pumped into the layer to raise its pressure and core frame tensioning is largely avoided. The shear wave is largely prevented from passing through the gravel water layer.
