An emergency dispatching system such that false reports are reduced, the first report is reliably sent to relatives in an emergency, and even an internal danger is automatically detected. A first emergency dispatching system (10) comprises a communication device (12) for a monitored person, a sensor (14) for sensing the vital reaction of the monitored person, contact address storage means (18) where the telephone number of a person to be notified in case of emergency is stored, message storage means (22) where the message to be sent in case of emergency is stored, safety judging means (16) for judging the safety of the monitored person according to the output of the sensor (14), dispatching notifying means (28) for warning the monitored person of the emergency when an emergency is judged to have occurred by the safety judging means (16), automatic dialing means (20) for generating a dialing signal and outputting it to the communication device (12) if no safety confirmation input is detected within a certain time from the warning, and message dispatching means (26) for dispatching the message to the communication device (38) after establishment of a communication line between the communication device (12) and a communication device (38) at the contact address.
