PURPOSE: A brightness control apparatus of a flat display device and a method thereof are provided to vary brightness of a specific line without additional power dissipation. CONSTITUTION: A brightness control apparatus of a flat display device includes a reference signal generator(10), a scan controller(30) and a display(20). The reference signal generator(10) receives an outer image signal and outputs a duty ratio of a scan signal and image data to be displayed. The scan controller(30) converts the duty ratio output from the reference signal generator and varies the number of pulses driving scan operation during one frame period. The display(20) receives the duty ratio converted at the scan controller and the image data and displays the same on a panel.
