Fillers (20) are provided within an inner compartment (16) to absorb or adsorb a portion of the propellant flowing from the inner compartment and to the outer compartment (4). A pressure controller (17) is arranged ahead of a filter (30) and the inner compartment to control the pressure of propellant flowing from the inner compartment and to the outer compartment.
