CONSTITUTION: A method for manufacturing a thermoelectric cooling and heating module using a metal substrate comprises the step of emitting Peltier heat and Joule heat generated from a module within a short time by using a metal plate with high thermal conductivity instead of an existing ceramic substrate. On one side face of the metal substrate, an electric insulating layer for enduring a breakdown voltage more than 2000V is formed by mixing an epoxy resin and an inorganic matter filter.
