PURPOSE: An apparatus and a method for detecting still image are provided to keep large amount of image data and to store a size of data by compressing after only taking a photograph of an illegal withdrawer. CONSTITUTION: An apparatus and a method for detecting still image include several devices. A source unit(10) includes an image pickup unit(20) and a still image detecting unit(30) and takes a photograph of an illegal user of ATM(Automatic Teller Machine) and obtains a still image of it. The source unit(10) also includes an A/D converter(40), a power control unit(50), an image compressing unit(60) and a compress image storing device(70). The source unit(10) is mounted directly at the ATM terminal. The image pickup unit(20) can be mounted in the case of the necessity of a keyboard for inputting a secret number, a cash withdraw part for withdrawing cash or a card insertion part for inserting a card.
