PROBLEM TO BE SOLVED: To obtain a stable output video signal from which a jitter is removed. SOLUTION: This device is provided with address generators 540 and 550 and a comparator 570 and a bi-directional storage device 560. The address generators 540 and 550 generate a writing address for writing a video signal in response to a first clock signal synchronizing with an input video signal, and generates a reading address for reading a video signal in response to a second clock signal having fixed frequencies, and compares the writing address with the reading address in response to first and second comparator signals. A comparator 570 compares the writing address with the reading address, and generates first and second comparison signals in response to the compared result. The bi-directional storage device 560 stores the video signal at the position corresponding to the writing address in response to the first clock signal, and outputs the stored video signal to the position corresponding to the reading address in response to the second clock signal.
