PROBLEM TO BE SOLVED: To reliably secure the safety of a manned vehicle even when abnormality occurs in a safety device loaded on the manned vehicle. SOLUTION: When a main power supply 53 for a manned vehicle is turned on, abnormality in the function of an operation instruction means is judged. When the function of the operation instruction means is judged abnormal, the traveling of the manned vehicle is prohibited. When the main power supply 53 is turned off, a driving source off signal indicating the OFF of the main power supply 53 is transmitted to a monitoring station. When the driving source off signal is transmitted from the manned vehicle to the monitoring station, abnormality judging processing (signals are transmitted/received to/from the monitoring station by a communication means loaded on the manned vehicle, and when the periodical transmission/reception is interrupted, the monitoring station judges the occurrence of abnormality in the manned vehicle) is stopped.
